Solid waste management edict begins Nov 27 Print

The full implementation of the Integrated Solid Waste Management System, also known as City Ordinance 2016-176, will officially begin on November 27, the Office of the City Environment and Natural Resources (OCENR) announced on Monday.

“On November 27, we will fully implement City Ordinance 2016-176,” disclosed OCENR Public Service Officer IV Rodrigo Pagotaisidro.

The full implementation of the ordinance will put to effect the salient provisions of the solid waste management system which will include the mandatory segregation of solid waste in residential, institutional, agricultural, and commercial establishments, the deputation of barangay and law enforcers for the issuance of citation tickets for violations, and the imposition of a garbage fee for business establishments and residential units.

In line with this, Pagotaisidro said the City Solid Waste Management Board, along with the City Police and the City Administrator, will convene on November 16 to prepare and plan out the implementation of the ordinance.

Aside from the barangays, Pagotaisidro said training and orientation on the solid waste management is also being conducted for various sectors such as jeepney associations and market stall owners.

Pagotaisidro called for the cooperation of all stakeholders for the successful implementation of the ordinance.

“This implementation will be also a shared responsibility, that’s why we are asking, we are requesting the PNP to form a team, together with the OCENR and the City Administrator’s Office, but in the barangay level...the enforcement of the City Ordinance will be implemented by the respective barangays through the deputized barangay officials, tanods, purok leaders, purok volunteers, or presidents or leaders of associations,” Pagotaisidro said.The deputation will be issued by the City Mayor’s Office, he added.
