Litterbugs beware!

Operatives of Police Station 11 together with personnel from the City Administrator’s Office and the Office of the City Environment and Natural Resources (OCENR) will start Nov. 27 arresting litterbugs or anybody who litters/throws garbage on the streets and public places within the central business district of Zamboanga City.

Public Services Officer Rodrigo Pagotaisidro of OCENR announced this during the meeting with stakeholders yesterday, stressing that the anti-litterbugs campaign is pursuant to City Ordinance 176-2016, otherwise known as the “Solid Waste Management Ordinance.”

He said the first salvo of the ordinance’s implementation (to arrest violators) will focus on the central business district areas, covering the barangays ofRio Hondo, Mariki, Sta. Barbara, Sta. Catalina, Kasanyangan, San Jose Cawa-Cawa, Zones 1, 2, 3 and 4.

Anyone caught throwing garbage in these areas will be fined P200 and to attend a whole day seminar on solid waste management in the barangays where he/she was caught littering.

Violators are given 72 hours or three days upon arrest within which to pay the fine to the City Treasurer’s Office upon presentation of citation tickets issued by the arresting officers. The arrest will include those urinating in street corners/public arteas.

Barangays outside the seven-kilometer radius of the central business district are given more time to conduct information drive and public awareness on the solid waste management edict. They will enforce arrest on violators next month (December).

Meanwhile, the Commission on Human Rights (CHR) has disapproved the proposal of some barangay officials to implement the so-called “Walk of Shame” against litterbugs.

Forcing violators to walk around bearing placards or signs that they litter is a violation of their basic human rights.

Instead, the “Wall of Shame” was considered wherein the names and photos of violators will be posted on a specially-designed wall in the barangay halls.-(Vic Larato)
