ZCSPC, ZCMC and Labuan bills pass 2nd reading PDF Print E-mail

Three important Congressional bills which are expected to benefit thousands of Zamboanga residents have passed on second reading at the House of Representatives.

District I Congressman Celso Lobregat identified the bills as HB No. 3929, Converting the Zamboanga City State Polytechnic College into a state university; HB 3750 Increasing the bed capacity of Zamboanga City Medical Center from five hundred (500) to eight hundred (800); and HB No. 4945 converting the Labuan Public Hospital into a Level II General Hospital.

Lobregat said that he personally followed up reports of the different congressional committees to make sure that these will be included in the Order of Business in the Plenary.

Last Wednesday afternoon, the reports were submitted by the various committees, beating the deadline for its inclusion in the Agenda of the Committee on Rules for December 5.

The committee reports were taken up last December 5 by the Committee on Rules and calendared in the Order of Business that same day.

Rep. Lobregat said that HB 3929, which seeks the conversion of the Zamboanga City State Polytechnic College to a university, is the response of Zamboanga City as a center of education, trade and industry in Zamboanga Peninsula and  Southern Philippines to the ever-growing demand for quality technology education and strong technological researches. It will provide more opportunities for the people of the region to avail of higher technology education.

On the other hand, the two other house bills approved on second reading both seek to provide for additional bed capacity at ZCMC and LPH.

“Hopefully, these bills will pass third reading next week or early next year. We will also be monitoring and we’ll do our best to get Senate passage,” Cong. Lobregat added.

It can also be recalled that last October 10, 2017 House Resolution No. 10 was adopted by the House of Representatives as HR No. 70 “Resolution Urging the National Economic and Development Authority to Support the Proposed Zamboanga City Water District Impounding Dam Project and to Include It in The Priority Project Listing of the National Government.”

The said Resolution was sent by Cong. Lobregat to Sec. Mark Villar of DPWH and Sec. Ernesto Pernia of NEDA. It was resolved that DPWH will be the implementing agency in coordination with the Zamboanga City Water District (ZCWD) for the said project.

There are two house bills principally sponsored by Cong. Lobregat which also hailed the House’s passage on Third Reading last November 11 and December 4, 2017. These are HB. No. 124 declaring the Pasonanca Watershed Forest Reserve located in Zamboanga City as a protected area and HB No. 3749 creating four (4) additional branches of the Regional Trial Court in Zamboanga City, respectively.

In the end, Cong. Lobregat’s hard work, persistence and sense of urgency have resulted in the swift passage of these bills on Second Reading. Interviewed on the phone, the staff of Cong. Lobregat in Manila said that when it comes to Cong. Lobregat, there is no substitute for “sipag and tiyaga.” (Dexter Yap)
