The Department of Public Works and Highways (DPWH) has started the conduct of the second soil exploration drilling along the junction of San Roque-Gabilan and ZC-Labuan highway in the west coast for the construction of a second flyover project as proposed by Congressman Celso Lobregat.

The contractor of the project has continued deploying their drilling machine which is presently seen in an enclosed area in the middle of the highway along Gabilan-ZC-Labuan intersection.

House of Representatives Committee on Public Works and Highways and Congressman Celso Lobregat said that the ongoing work and soil testing procedure is part of the process in realizing the construction of this ambitious project which will truly resolve the traffic congestion in the area, leading towards the city proper.

"The contractor has to establish the soil quality in the said location where the second fly-over will be constructed, in order also to determine the type of foundation they will lay down for the said project,” Lobregat said.

Lobregat said that the contractor of DPWH has to get the exact soil samples in the area for foundation determination necessary for the ongoing feasibility for the same project.

Congressman Lobregat is also requesting  consideration from  motorists plying the ZC-Labuan Limpapa highway intersection to bear with the contractor doing the ground works to pave the way for the second fly-over project.

"It must be known to all that in Zamboanga City, it is the national government who is resolving the major infrastructure problems in the city, as long as I am here as  public servant, I am always committed to serve the people in my humble capacity," Lobregat said.

The ZC-Labuan San Roque-Gabilan intersection fly-over project is next to the MCLL-Gov.Camins fly-over which are both proposed by Congressman Lobregat and will be funded by the national government in the amount of 600 million pesos through DPWH Build,Build,Build Program of the Duterte administration.- Dexter Yap
