Mayor Celso Lobregat is set to confer with Congress representatives Beng Climaco and Erbie Fabian to discuss steps on how to resolve the Limpapa boundary issue.
Mayor Lobregat said this, as he vowed to continue to provide projects and services in barangay Limpapa for the benefit of the inhabitants who consider themselves as residents of Zamboanga City and not Zamboanga del Norte.

The city government has implemented numerous projects in the barangay that include school buildings, health center, road concreting and other infrastructures that impact the lives of the residents in Limpapa.

Mayor Lobregat said for how many years now, the residents of Limpapa also cast their votes during electoral processes in the city of Zamboanga.

The dispute stemmed from the issuance of Proclamation 76 issued by the late President Cory Aquino in 1987, delineating the boundary in Zamboanga City and Zamboanga del Norte.

Mayor Lobregat said about several hectares of the barangay past the river is affected but stressed that “since time immemorial the residents there have been receiving assistance and all the benefits from the city of Zamboanga”.

“We will consult with our representatives concerning this situation,” the mayor said, stressing that he does not discount the possibility of an amicable settlement with the Municipality of Sibuco should its officials desire to settle the issue out of court.

The boundary dispute is intense anew, as Zamboanga del Norte officials have posted a billboard in the barangay welcoming people to Limpapa as part of the province. Reports indicate that municipal officials of Sibuco have hinted that they are amenable to an amicable settlement.

Lobregat recalled that during his stint in Congress, he authored a bill in seeking the correction of the boundary delineation of Zamboanga City and Zamboanga del  Norte. However, due to lack of material time, the bill was not approved. — Sheila Covarrubias
