A man working in crisis management at the Gutalac local government drowned during a beach outing in Barangay Loay, Gutalac municipality Zamboanga del Norte last Monday.

Chief Inspector Helen Galvez, Police Regional Office-9 Information Officer, said that 38-year old Franklin Dela Torre Maghanoy was enjoying a picnic on the beach with his co-employees assigned at the Guatalc Municipal Disaster Risk Reduction Management Crisis office (MDRRMC) when the incident happened.

While the MDRRMC personnel were enjoying their bonding activity along the coastline, Maghanoy went to swim together with another companion.

After several minutes, Maghanoy was dragged by the strong current and later drowned.

Maghanoy’s co-workers tried to rescue the former but failed.

The victim was declared dead on arrival by the attending physician at the Labason Emergency Hospital.

Dr. Rosalind Go, hospital physician, said that Maghanoy might have suffered high blood pressure when he drowned.  (Remus Ong)
