A Police Regional Office-9 report identified the victim as Khalifa Akbar y Abubakar, a resident of Tetuan/. Akbar was with his friend identified as  Gary Mohammad Fonda, a native of Isabela, Basilan, when the incident occurred.

Prior to the incident, the two friends went to a convenience store along Don Alfaro Street where they were shouted at by a group of men who were having a drinking session on the other side of the road.
