More than 4,000 houses under the national government’s Zamboanga Roadmap to Recovery and Reconstruction (Z3R) program which are now being used by victims of the 2013 Zamboanga siege have not been issued the requisite occupancy permit.

Engr. Al-Khwarizmi Indanan, National Housing Authority District Manager, said that despite being used, the NHA has yet to formally turn over the units to the local government.

Indanan explained that the houses were turned over due to the strong clamor from beneficiaries to occupy the units.

Indanan however explained that the houses were not able to obtain the occupancy permit due to lack of permanent sanitation facilities which will have to be approved by the Local Water Utility Administration (LUWA).

Jawo Jimenez, City Hall Spokesperson, explained that the city government issued occupancy permits to more than 2,000 houses on land at the resettlement sites in Tulungatung, Sta. Catalina, Kasanyangan and Sta. Barbara.

“The condition called for the situation.  Lleva ya kanila na permanent shelters which is endorsed by the Local Inter-agency Committee.  This is not the sole decision of the Mayor,” Jimenez explained.

The Mayor is the Chairperson of the Local Interagency Committee (LIAC).  (RGAAGo)
