Local power consumers will experience an increase in their electric bills after the Energy Regulatory Commission (ERC) granted the National Power Corporation-Small Power Utilities Group (NPC-SPUG) the Provisional Authority to recover from the Universal Charge (UC) of the shortfalls in the Missionary Electrification (ME) subsidy for Calendar Years 2003 to 2009 under the True-Up Mechanism under ERC Resolution No. 11, s. 2005.

A Zamcelco press release disclosed that the ERC in its order dated August 1, 2011, directed all distribution utilities and the National Grid Corporation of the Philippines (NGCP) to collect the UC-ME charge in the amount of P0.0709/kwh from the consumers starting August 2011 billing period on top of the existing UC-ME subsidy of P0.0454 per kWh and to remit the same to the Power Sector Assets & Liabilities Management (PSALM) on or before the 15th of the succeeding month until otherwise ordered by the Commission.

According to the press release, the NPC-SPUG Petition is covered under ERC Case No. 2011-074RC and the petitioner prays that after due notice and hearing, the Energy Regulatory Commission (ERC) will approve the proposed true-up adjustment of P0.2759 per kWh recoverable for twelve (12) months and will be collected on top of the existing UC-ME subsidy of P0.0454 per kWh to all electricity consumers.

The new UC-ME subsidy of P0.1163 per kWh will be billed by Zamcelco to all its customers starting the billing period August-September 2011.
