September 7 was a normal working day in the House of Representatives and everybody went about their business, as they do from Monday to Friday and yesterday was no different—other than it was the birthday of House Deputy Speaker Beng Climaco.

Instead of throwing a bash, Climaco spent her birthday presiding over the 2012 budget plenary in the House of Representatives manifesting the virtue of service above self.

The plenary on the proposed P1.816 trillion General Appropriations Act for 2012 was the start of the deliberation or debates on the proposal which was submitted by Malacanang through Budget Secretary Florencio Abad.

What better way to celebrate a birthday than to preside over the plenary for the 2012 budget, Climaco said stressing that it gives her fulfillment and satisfaction.
The first day of the plenary discussions focused on the macroeconomic assumptions presented by the Development and Budget Coordinating Committee composed of the DBM, Bangko Sentral ng Pilipinas and the National Economic Development Authority.

Climaco said the House committee on appropriations hopes to pass the proposal on second reading middle of this month.
Climaco who celebrates her birthday barely a day before the feast day of Mama Mary is expected to undertake her traditional outreach activities in the city when she returns to the city later this week. — Marvin Segura
