DAR orders Rowell Can Corporation to stop development in Talisayan Print

The Department Agrarian Reform (DAR) regional office 9 orders Rowell Can Corporation to stop the filling and development being conducted in Lot No. 3-A-5 in Talisayan, Zamboanga City effective July 4, 2018.

Julita Ragandang, DAR 9 regional director, sent a letter ordering them to stop as the said corporation has not filed any application for land use conversion of the said lot property.

Not withstanding the reclassification of the area into non-agricultural, the land owner is still required by law to go through the process of land use conversion and comply with all the requirements before he can use his land for other purposes.

According to Ragandang, failure to heed this order, the office will be constrained to file criminal charges for violations of Section 73 of Republic Act No. 6657 known as the Comprehensive Agrarian Reform Law of 1988, and Republic Act 8435, Agriculture and Fisheries Modernization Act (AFMA Law). "For irrigated areas, sana it should be maintained and preserved. I was telling hindi ba pwede ilagay sa ibang area? Maraming area diyan bakit dito talaga sa centro ng rice field," Ragandang said.

She disclosed that the Irrigators Association in the area are also complaining. The Talisayan area is 100 hectares. In this city, there are irrigated areas located at barangays Manicahan, Curuan, Vitali, Mercedes, Talabaan, and others. (R.G. A A. Go)
