A public works engineer has retracted an official statement which denied  Congressman Celso Lobregat’s role in the development of first district infrastructure projects during a press conference called by the latter yesterday at the Grand Astoria Hotel.

Sitting beside Lobregat, DPWH Engineer Roberto “Dondee” Sta. Elena displayed a mixture of emotions as he read a letter to the solon apologizing for statements he made at a Council dialogue denying Lobregat’s role in two major projects in the Baliwasan- San Jose Gusu areas.

The solon was visibly upset initially but decided to accept Sta. Elena’s apology after the latter discussed the pressures involved in talking during the Council dialogue.

It was learned that Sta Elena and DPWH Assistant Regional Director Cholie Roble were reprimanded by higher-ups after the Council dialogue for the former’s failure not to give credit to Lobregat during the Council discussion.

Recall that last Tuesday, Councilor Rudy Lim asked Sta Elena about the role of Congressman Lobregat on the road widening projects along the Baliwasan-San Jose Gusu stretch and the flyover project.

Sta. Elena categorically denied the role of Lobregat, a statement which was put on official record.

DPWH Director Sebastian corrected Sta. Elena’s statements later saying that although the projects are being implemented by the national government,  Lobregat should be credited for his initiative and support to the department.

Sebastian said that it is not their intention to discredit Lobregat, it was a big mistake on the part of Engr. Sta Elena to deny Lobregat’s role in the projects.

During the press conference, Lobregat showed documents to the media outlining his participation in the projects.

The documents include a letter to DPWH Secretary Rogelio Singson outlining the list of priority projects for the year 2013.  This included the road-widening of RT Lim Boulevard and the Baliwasan-Kampung Islam section which is now being implemented.

A similar letter was sent by the solon in the year 2015 to Singson which included the widening of the Zamboanga City-Labuan road and the Baliwasan and San Jose Gusu section.

“Since this issue already happened, I would like to put on record the documents that I am going to show you. I am not after credit, I am just asking a rectification of the damage that has been done by Engr. Sta. Elena,” Lobregat said.  (With reports from RGAAGo)
