The Zamboanga City Council has asked the help of the Department of Agrarian Reform (DAR) in filing complaints against parties violating the law on conversion of irrigable rice fields.

The resolution, sponsored by Councilor Josephine Pareja, was passed after a dialogue called by Councilor Rudy Lim on the reclassification of a contested area at a Talisayan ricefield.

“Si nohay kita cosa pwede hace na local, anda ya kita na corte.  Na corte, sabe quien el correct,”  Pareja said.

Pareja said that the proposed resolution is not just in relation to the case of Rowell Can Corporation where the DAR ordered the company to stop putting up its plant in the area.

City Legal Officer Atty. Jesus Carbon said that people are welcome to file charges in line with the supposed violation.

“The city can’t live by rice alone.  It has to have industries,”  Carbon stressed.

Under City Ordinance 29, the entire Talisayan rice field was classified as an industrial zone while in the amended ordinance, only a portion was declared as an agricultural land.  (RGAAGo)
