The chairmen of three Zamboanga barangays have denied submitting petitions for their barangays inclusion in the territory under the Bangsamoro Organic Law (BOL).

Busay Captain Antonio Abdulla, Landang Gua Captain Benjamin Abdulla and Tumalutab Chief Jailun Abunawas have reportedly denied submitting the petition to the Commission on Elections (Comelec).

The three chairmen reportedly issued their denial after being confronted by First District Congressman Celso Lobregat.

In a press conference yesterday,  Lobregat said that nobody can prevent the village chairmen to file the petition but such should be filed two months earlier in time for the January 21, 2019 plebiscite.

Furthermore, the petitioner should first seek a resolution from the City Council which states that there are no boundary disputes among the barangays petitioning for inclusion in the Bangsamoro territory.

“Anybody can file that petition, we cannot stop them from petitioning. The person who filed the petition could be supporting the MILF. So what we will try to do is campaign for the residents to vote NO if there is going to be a plebiscite,” Lobregat explained.

Lobregat also reiterated that his abstention vote in the Bangsamoro Organic Law enabled him to sit in the bicameral committee which allowed him to introduce amendments to the original versions of the Senate and the House of Representatives.

“Si nohay yo na Bicam todo el original provisions del Bangsamoro ya sigui sila igual aquel ten percent del residente na barangay puede man petition y sila lang included na plebisito.The other original provision states that there is going to be six plebiscites pero ya puede yo hace na unu ya lang plebisito,” Lobregat said.

These provisions have been amended because of his prodding in the bicam committee, explained the First District Representative.

If there are people who will petition for the inclusion of their barangays in the BOL, the entire city will have to vote in the plebiscite and not the people in the barangays based on the amended provision introduced by Lobregat.

“So let them petition because we cannot stop them, but Team Colorao will campaign hard for all the Zamboangueños to vote against any barangay to be included in the BOL,” Lobregat said.
