City Legal Officer Norberto Patriarca passed away Monday (September 19) dawn after a three-month battle with lung cancer.
He was 61.

Fondly called “Pati” by friends, Atty. Patriarca expired 4 a.m. Monday at Ciudad Medical where he was undergoing treatment since two days earlier. He has been on and off the hospital since last month.

He is survived by wife Erlinda and only son, Norbert Patric.

Mayor Celso Lobregat expressed sympathies to the family of the late City Legal officer. He has been closely following the status of Patriarca’s health condition and was at his bedside together with Patriarca’s loved ones during the family’s most difficult moments.  

Mayor Lobregat appointed Patriarca to full-fledge City Legal Officer December 1, 2010 — an announcement he publicly made during his state of the city report before the City Council last January.

Prior to his appointment as chief Legal Officer, Patriarca was Assistant City Legal officer for two years and served as Legal Officer IV five years earlier.
Last Dec. 1, 1974, Patriarca was enlisted as airman rifleman of the Armed Forces of the Philippines and was promoted to sergeant 3 years later.

Patriarca headed the city’s legal team that defended Zamboanga’s position in the Supreme Court August 2008 during oral arguments on the Memorandum of agreement on Ancestral Domain /Bangsamoro Juridical Entity (MOA-AD-BJE) which was later declared unconstitutional and contrary to law.
