Mayor Celso Lobregat together with the City Finance Committee spearheads the conduct of budget forum for the different barangays in the city in line with the city’s preparation for the 2012 executive budget.

The forum started Tuesday covering the Curuan-Vitali cluster that consists of 23 barangays that include Licomo, Tictapul, Limaong, Mangusu, Sibulao,Tigbalabag, Tagasilay, Buenavista, Curuan, Quiniput, Taguiti, Dulian-Bungiao, Muti, Dita, Vitali, Calabasa, Latuan, Lubigan, Tumitus, Bungiao, Sangali, Bolong and Panubigan.
Today, the forum will cover the barangays under the Culianan cluster and will be held at the Culianan covered court. The west coast barangays and those barangays located within the city proper will have their forum in the coming days.

The participants to the forum included the barangay chairmen, secretaries, treasurers and the chairmen of the barangay committee on appropriation.

Explaining issues concerning the proposed budget for 2012 together with Mayor Lobregat are City Budget Officer Virginia Gara, City Treasurer Soledad Li, City Accountant Sylvia Binarao, City Planning and Development Officer Melinda Cabato and City Auditor Lourdes Lirio. 

Mayor Lobregat during the forum in Curuan explained the expected decrease in the Internal Revenue Allotment (IRA) starting January 2012 due to the low collection by the national government in 2009 and the conversion of 16 municipalities into cities and also explained the expenditure program of the city.
The mayor likewise urged barangay officials to monitor proper implementation of projects to ensure quality and timeliness.

The city government commenced marathon hearings for the 2012  Executive Budget last month with the end in view of finalizing the proposal for submission to the City Council in due time.

Mayor Lobregat presided over the hearings at the City Hall conference room together with the his Finance Committee concentrating on the requirements for maintenance and other operating expenses (MOOE) of the different national high schools, city departments, Regional Trial Court and Municipal Trial Court branches, Shari’ah District Court, Office of the City Prosecutor and other agencies.

Public schools, though they are under the Department of Education (DepEd), get assistance from the city government in the form of school buildings and other education-related projects including allowances for public school teachers.

The 2012 budget is expected to be a little higher than the 2011 level which is P2.110 billion.  — Sheila Covarrubias
