ISABELA CITY, BASILAN – Dr. Rolando F. Uraning, Isabela City National High School (ICNHS) Teacher-In-Charge, was furious as he expressed indignation against officials of DepEd Isabela City Schools Division, specifically Schools Division Superintendent Hilda U. Babon, Supervisor Helen A. Nuñal and two other monitoring members for their alleged conduct of unbecoming in administering the National Assessment Career Examination (NCAE) in Isabela City National High School on September 28, 2011.

The said officials in their capacity was reported to have intentionally excluded the 21 3rd year high school students of ICNHS to take the examination  as they were under the administration of Dr. Uraning.

The students, on one hand, under the leadership of Uraning, were very much eager, prepared and excited to take the National Career Assessment Examination on Wednesday but afterwards became disgusted and disappointed after knowing that they will not be given the opportunity to take the exam.

ICNHS has been in controversy after Superintendent Babon issued Office Order No. 14 s. 2010 last July 26, 2010 which was unlawful, according to Uraning invoking RA 4670 Sec. 6 of the Magna Carta Act for Public School Teachers.

Presently, the said school has two School Heads, two flag poles and two groups of students.
Consequently, this has been the second time around where DepEd Isabela City Schools Division officials intentionally exclude the same students to take the National Assessment Test (NAT) conducted last March 10, 2011.  

Uraning has forwarded a formal complaint under oath to Nelia V. Benito, Director of the National Educational Testing and Research Center (NETRC) hoping that “the issue may be resolved the soonest possible time and the students may be given the chance to take the exam.”

“This is a clear manifestation of abuse of authority of the DepEd Isabela City Schools Division officials for neglecting and intentionally excluding the students to take the National Career Assessment Examination,” Uraning lashed.
