IRDT conducts humanitarian intervention in Basilan, Sibugay PDF Print E-mail

A non-volunteer organization engaged in integrated community development work operating in the Autonomous Region in Muslim Mindanao (ARMM) and Zamboanga Peninsula has taken the initiative to conduct humanitarian assistance for thousands of families displaced by recent incidents in Al Barka, Basilan, where 19 soldiers were killed.

The armed encounter between government forces and rebel groups in Barangay Cambug, Albarka, Basilan last October 18, 2011 triggered the displacement of thousands of families in the 9 neighboring barangays. Based on record by the Integrated Resource Development for Tri-People Inc. (IRDT) showed the total displacement as of November 1, 2011 is 1,981 families with 9, 481 dependents/individuals.

The provincial social welfare and development office of Basilan helped the IRDT, which took the initiative to solicit support from PLAN International for possible conduct of humanitarian aid for the displaced families in the said municipality, in providing the initial data and status of Internally Displaced Persons (IDPs) in those communities.

Last November 1, 2011, the IRDT and PLAN started its preliminaries, such as courtesies and coordination meetings with Municipal Local Government Unite (MLGU) of Albarka and the provincial government of Basilan, followed with the conduct of rapid appraisal/assessment of the status of IDPs.

The assessment results were the basis of planning, again with the LGUs and other stakeholders involved. Consequently, the identified priority needs of IDPs were communicated to PLAN through project proposal and they approved the P3, 275,212.00 (US$76,168 at US$1: P43) intended amount for non-food and hygiene kit for 1,891 families (9,481 persons). 

On November 15-16, the 1,891 displaced families have finally received relief package (per family) containing 1 piece Family Size Plastic Mat, 1 piece Indonesian Batik Malong (double), 1 set Tripad Steel Stove, 2 pieces 135 grams (family size) Bioderm Bath Soap, 1 bar 400 grams Detergents, 1 tube 150ml Happee Toothpaste, and 5 packs of “Colgate” toothbrushes.

The second ration will be conducted on November 22-23 for the same IDPs and they will be given the following items (per family) 1 piece of 200L Jerry Can Water Container, HYPOSOL (water purifying tabs), 1 set Cooking Pot (medium size), 10 meters Maruyama Plastic Sheet (trapal).

The IRDT and PLAN is in depth gratitude to the PSWDO and OCD for providing data and other significant information needed in the process, and to the Provincial Government of Basilan and the MLGU of Albarka for providing its support and counterpart contributions, amounting to P194, 100.00 that covered the transportation and mobilization cost.

Likewise, the IRDT has its complementary in the amount of P302, 375.00, for the meals and snacks of the relief team, mobilization cost and supplies. 

The relief mission is just an initial intervention taken from the humanitarian package of PLAN Philippine, which is committed to raise additional funds to support a longer-term intervention if the displacement takes some time.

Meanwhile, the IRDT through the support of Plan is looking at capacity restoration and redevelopment of affected communities, supporting stakeholders and people’s own initiatives towards long term reconstruction wherein productive capacity of the people will be maximized and strengthened instead of providing a mere typical relief assistance and nothing left for the communities to recover and rebuild their looses. 

The PLAN is currently in Zamboanga Sibugay for similar response to the affected communities in the municipalities of Payao, Alicia and Olutanga.
