The city government today will unveil the City Social Welfare and Development Office (CSWDO) highlighting its thrust and commitment to accelerate the delivery of social services to the people.

Mayor Celso Lobregat and Vice Mayor Cesar Iturralde will spearhead the inauguration of the 2-storey building with a floor area of 798.317 square meters costing P10,688,888.88 and undertaken by 3VC Construction company.

The building is located inside the government complex in Pettit Barracks, the same location where CSWDO personnel held office for the past several years.

Expected to grace the ceremony set at 3pm are Congressional Representatives Beng Climaco of District I and Erbie Fabian of District II, the members of the City Council, the department heads and officials from the Department of Social Welfare and Development (DSWD) Regional office headed by Director Teodulo Romo. A mass, to be officiated by Fr. William Quiamjot is set at 2pm at the new building.

The blessing of the building will be led by Zamboanga Archbishop Romulo Valles.

City Social Welfare Officer Francisco Barredo said the construction of the building—with a bigger space will ensure better delivery of social services to the people.
The building has a huge conference room and stock room and also has a pre-marriage counselling room and employment interview room including a disaster operation room. 

Since improving the financial condition of the city in 2007, Mayor Lobregat has been able to sustain a well-balanced mix of Personnel Services (PS), Maintenance and Other Operating Expenditures (MOOE) and Capital Outlay and Equipment (CO&E) well within his administration’s goal to accelerate the delivery of services and finance flagship projects.

Social services continue to get the bulk of the pie in the annual budget of the city. In 2010, social services got 35% of the allocation. For this year, 2011, social services got 38% of the total budget.

The city’s commitment on the delivery of social services has been highlighted with the conferment of the Most Outstanding Chief Executive award for exemplary implementation of social services on Mayor Lobregat for 3 consecutive years starting 2008 elevating him to the Hall of Fame in 2010.
