Zamboanga City’s continuing efforts in education are very highly praised as something that should be emulated by all local government units.

“If only we have a thousand Mayor Celso Lobregats, I believe we can effectively address the challenges of education in our country,” Education Undersecretary Francisco Varela said this Monday in reference to Mayor Lobregat’s commitment to education highlighted by the implementation of over education-related projects amounting to P846.3 million within a 3-year period from 2007-2011.

Varela, who is DepEd’s Undersecretary for Finance and Administration, was in the Zamboanga City January 30 to keynote the 5-day Seminar/Workshop on the Preparation of 2011 Year-End Report and Reconciliation of Reciprocal Account attended by financial and budget officers, accountants and auditors and other members of the finance staff from the 17 DepEd regional offices and attached agencies and foreign assisted projects.

The DepEd official said the city government of Zamboanga under Mayor Lobregat’s leadership is leading the way in implementing education projects and programs –a practice that should be imitated and replicated by other local government units.

Varela said he has joined DepEd Secretary Bro. Armin Luistro in trips to the city several times before and he has seen the many innovations introduced by the Lobregat administration in a bid to ensure a better future for the youth.

Before the DepEd official’s speech during a program Monday night at a hotel in Pasonanca, Mayor Lobregat spoke about his administration’s thrust to prudently and judiciously spend city’s coffers and emphasized that high priority is given to education.

Backed by a power point presentation, Mayor Lobregat’s speech comprehensively discussed the city’s ever-aggressive support and assistance to public elementary and high schools that include the construction, repair of school buildings, fences, comfort rooms, stages, covered courts and other education-related projects in public schools including the production of arm chairs and other equipment, hiring of teachers and the grant of allowances to mentors.

The mayor also took time to address the misperceptions on the peace and order situation in Mindanao and Zamboanga as he challenged the visitors to explore the many potentials of Zamboanga.

To this, Usec. Varela assured the Mayor that seminar participants will serve as the City’s ambassadors in correcting the negative perceptions about the city. “Mayor Lobregat tonight you have 231 additional ambassadors to declare and testify that Zamboanga is indeed a peaceful city and a very beautiful city as well.”

The Monday night fellowship program was also highlighted by cultural presentations from the Zamboanga Hermosa Choral and Jambangan Cultural Dance Troupe of Western Mindanao State University.

The 5-day seminar will cover a series of discussions and brainstorming on the preparation of the year-end report for 2011.

Other officials present during the Monday night affair were Councilor Rudy Lim; Hon. Armando Ruiz, the chief administrative officer of the Budget Division; Ma. Rhunna Catalan, Chief Accountant; Hon. Luz Cantor, Assistant DBM Secretary; Marietta Andoy, OIC Resident Auditor; Atty.
