Army chief Lt. Gen. Emmanuel Bautista on Wednesday said the preliminary trial investigation (PTI) panel that will look into the culpability of four senior officers in the Al-Barka, Basilan debacle, where 19 Special Forces troopers were killed last Oct. 18, 2011 after a 10-hour encounter with Moro Islamic
Liberation Front (MILF), has already been formed.

But he said that the PTI was still subject to the approval of Armed Forces of the Philippines (AFP) chief-of-staff Lt. Gen. Jessie D. Dellosa.

And should the AFP chief gives his consent agreeing to the PTI, the body will determine the culpability or guilt of the four senior officers for the incident, which will formed the basis of the court martial.

These officers are former Special Operations Task Force-Basilan commander Col. Alexander Macario, former Special Forces chief Col. Aminkadra Undog, former 4th Special Forces Battalion chief Lt. Leo Pena. and former Special Forces Training School commandant Lt. Col. Orlando Edralin.

Dellosa earlier said sanctions were also slapped on military officers involved in the military operation that resulted in the deaths of the 19 soldiers.
