The Zamboanga City Electric Cooperative, Inc. (Zamcelco) yesterday announced that it will hold elections in five districts simultaneously on May 13, 2012.
According to Engr. Jesus Y. Castro, NEA Project Supervisor and Acting Zamcelco General Manager, this year’s regular elections are in Districts II, VI and VII while special elections will be for Districts V and X.

“The term of office of a regularly-elected member of the Board of Directors, as in the case of Districts II, VI and VII, is three years, the last election of which was in 2009, hence, this year’s regular elections,” Castro said.

“On the other hand, a special election is called by the Board, through a resolution as in Districts V and X  to fill any vacancy due to resignation, disqualification, death and similar causes, and if the unexpired term is two years or more,  the last election in these districts was on May 2011 and the vacancy occurred in the same year, hence, the unexpired term is still more than two years until the next regular election in 2014,” Castro added.

Election refers to the process of choosing a director in a district to represent its members in the Coop’s Board of Directors through secret balloting, and Board of Directors is the body composed of representatives elected in every district to promulgate policies, rules afld regulations necessary for the operation of the electric cooperative.

The set of “Guidelines on the Conduct of EC District Elections” under Memorandum No. 2005-012 dated 21 March 2005 of the National Electrification Administration (NEA) is the regulatory policy that governs the conduct of district elections in electric cooperatives.
