“Although long delayed, finally there is an official statement from no less than the Archbishop himself --- confirming what has been said all along by representatives of the Our Blessed Mother of Victory Mission Foundation, Inc. (OBMVM) --- that the Archdiocese does not own the Our Blessed Mother of Victory Mission or it's St. Francis House children's home.”

Thus the official reaction of the St. Francis House orphanage in Pasonanca, Zamboanga City said over the public announcement in local newspapers paid by Archbishop Valles which said that the Archdiocese of Zamboanga City has nothing to do with the operation of the local orphanage.

Marissa Basilio, the acting administrator of the St. Francis House orphanage, said the OBMVM Foundation Inc. has felt elated upon seeing the public announcement made by Archbishop Romulo Valles stating that “the Archdiocese does not manage the mission and it has nothing to do with it's operation.”

Basilio said the notice of the Archbishop has been long awaited and a clear message that the Archdiocese has no intentions of taking over the Our Blessed Mother of Victory Mission.

It is recalled that the St Francis House orphanage came into controversy when Mayor Celso Lobregat visited it last December and reportedly told Fr. Arthur Winikoff, the orphanage founder and director, that the city government was taking over the facility and giving it to the Archdiocese of Zamboanga.

The controversy made almost 100 orphans and wards of the St. Francis House apprehensive and the center’s benefactors worried.

“Let us not forget, especially this Christmas season, that it is good for the faithful in Christ to help the most needy children.  So, know very well, that whatever help is given to these "little ones" of God is the work of Jesus,” Basilio pointed out.
