LTO-9 chief Abaton orders strict implementation of Helmet Law PDF Print E-mail

Land Transportation Office-9 Director Aminola P. Abaton has directed all district offices in the region to strictly implement Republic Act 10045  otherwise known as the Motorcycle Helmet Act.

Abaton said the Helmet Law mandates the use of helmet by motorcycle rider and backrider.    He explained that the law does not provide conditions where exemption may be made.

While it is true that lately LTO9 has observed an increase in the number of crimes perpetrated by tandem riding gunmen, relaxing the law on the use of helmet may not be the solution.

Abaton said that in fact Zamboanga city has been consistently  cited as one of the most compliant cities in the country in as far as the Helmet Law is concerned. 

“It is one of the  success stories in Zamboanga City where Zamboangueños should be proud of because it demonstrated the resolve of the one point the local officials and national law enforcement such as LTO, Philippine National Police  etc. in enforcing its provision. The use of  helmet centered on the very
safety of the motorcycle riders and it must at all times be complied with,”Abaton said.

LTO Zamboanga City Dsitrict Officer Noel M. Noche also said that national laws will always prevail for the good of the motorcyclists and riders.  He explained that a local  ordinance can not supercede a national law.

“The spirit of the law is the road safety and protection of the motorists. In fact LTO9 is not only implementing the Helmet Act but also the No Plate No Travel” policy,” Noche pointed out. —  Allen Abastillas
