Barangay chairmen from seven villages included in the list of first batch recipients of the 4x4 vehicles from the city government have commended the administration of Mayor Celso Lobregat for never reneging on its commitment to assist and support the barangay folks.

They likewise thanked the members of the City Council and all city officials who continuously support Mayor Lobregat’s plans and programs aimed to help alleviate the plight of the constituents and to accelerate delivery of basic services.

Mayor Lobregat together with Vice Mayor Cesar Iturralde and some members of the City Council turned over to the chairmen of barangays Taluksangay, Mampang, Tolosa, Mangusu, Tagasilay, Lansones and Sibulao their individual 4x4 vehicles during simple rites held in front of City Hall Thursday afternoon in line with the celebration of Dia de Ma’am Caling marking the 91st birth anniversary of the late Mayor Maria Clara Lobregat.

The provision of a 4x4 vehicle to each of the 90 mainland barangays and a multicab and a pumpboat to each of the 8 island barangays is in line with the Lobregat administration’s program on community, environment, livelihood, security and order in the barangays. This specific project was announced by Mayor Lobregat in his state of the city report last year as part of his steadfast support to the barangays.

Councilor Abdurahman Nuno of Taluksangay, Pedro Estrada of Mampang, Caridad Salazar of Tolosa, Ismael Malik of Mangusu, Hanisa Francisco of Tagasilay, Cesar Samson of Lanzones and Pablo Ramos of Sibulao were one in saying that the transportation facility will be a big help in the delivery of services to the constituents. They likewise assured that the facility will be properly used and in line with the city’s program on community, environment, livelihood, security and order in the barangays.

Aside from infrastructures like school buildings, barangay halls, farm to market roads, drainage systems, shore protection, multi-purpose covered courts and other services, the provision of the vehicles to the barangays is proof that the Lobregat administration is firm in its commitment to help the people in the barangays, according to the barangay chairmen.

Mayor Lobregat said the city government, with the imprimatur of the majority in the City Council has appropriated some P92 million for the project.
A memorandum of agreement specifying the conditions and terms in the use of the vehicles has been forged by the recipient barangays through the chairmen and Mayor Lobregat.

Based on the MOA, ownership of the vehicles remains with the City Government but it is issued to the barangays for government purposes through a memorandum receipt. The city however has the right to reclaim the vehicle should there be any violation of the conditions set in the agreement.

The Council has approved a resolution appropriating the amount as well as authorizing Mayor Lobregat to sign the MOA for an in behalf of the City Government with the barangay chairmen for the turnover of the said vehicles. Those who voted in favour of the budget appropriation were Councilors Nonong Guingona, Luis Biel III, Rey Candido, Rogelio Valesco Jr., Abdurahman Nuno, Lilia Nuno, Myra Paz Abubakar, Percival Ramos, Mike Alavar, Rudy Lim, VP Elago, Jimmy Cabato, Joana Mas and Eddie Saavedra. — Sheila Covarrubias
