Former Dangerous Drugs Board (DDB) Vice Chairman Paul Oaminal hassuggested  to local chief executives to require employees to undergo drug test before they receive their Christmas Bonus.

Oaminal reiterated that government offices must enforce drug testing as it is ironical that we are requiring private establishments a “drug free workplace program” while majority of government offices remain silent on this.

The strategy is being implemented by Mayor Benjamin Abalos of Mandaluyong City.

"If Mandaluyong could do it, why can’t the rest of the local government units have the political will to replicate it," Oaminal said.

He believes that the reason why there are governors, mayors and barangay captains who refuse to adopt the “drug free workplace program” in their jurisdiction is because they are afraid that their favored employees would turn out to be positive for drugs. "Chief Executives must even be the first to undergo drug test for them to have moral ascendancy over their employees," he said.

One of the reasons for the cynicism of the public in government efforts in the drug campaign is the perception that there are government employees who are drug users.

"We have to erase this perception to earn public trust," Oaminal stressed.

Oaminal is also happy that Davao City Mayor Sara Duterte has issued an Executive Order adopting a “drug free workplace program” in the city government. He, however clarifies that the conduct of drug testing is not intended to imprison drug users. When someone turns out to be positive, the test still has to undergo confirmatory analysis and the employee will undergo counseling. It is only when after a Drug Dependency Examination has been conducted confirming that the personnel is indeed a drug dependent that he/she shall undergo treatment before a rehabilitation center.
