Lobregat swears in Sicat as new city planning coordinator PDF Print E-mail

Mayor Celso Lobregat yesterday sworn in Engr. Rodrigo “Jojo” Sicat as department head of the City Planning and Development Coordinator Office vice the late Melinda Cabato who passed away January, this year.

A graduate of BS Civil Engineering from the Western Mindanao State University in 1988, Sicat has been assistant city planning and development coordinator since August 2008. As such, he assists among others in the formulation of legal investment policies, integrated development plans for review and approval of the City Council and the city mayor.

Before joining the city government, Sicat worked at the National Economic and Development Authority (NEDA) regional office 9 as Economic Development Specialist I from June 1991 to June 1993, and was promoted to Economic Development Specialist II until 1995, then Senior Economic Development Specialist from Nov. 1995 to April 2008.

A consistent outstanding scholar, Sicat was 8th placer in 1992 professional civil service exam, and NEDA-9’s staff of the year in 1996.

He has also studied abroad, having been to the Netherlands from Sept. 2001-2003 where he finished with distinction his masteral in geo information science and earth observation, specialization: Rural Development and Resources Management at the International Institute for Geo-Information Science and Earth Observation.

Sicat’s fields of interests include local development and urban planning, GIS fuzzy modeling of stakeholders, GIS and disaster preparedness, GIS-based integrated rural accessibility physical planning, project development and management, results monitoring and evaluation, building construction planning and land survey. — VTL
