Mayor Celso Lobregat yesterday led city government and Zamboanga City Water District (ZCWD) officials in the groundbreaking rites for the P4.4-million water system project in Barangay Patalon, west of this city.

Lobregat said the Patalon water system project is only one of several undertakings where the city government and the ZCWD are in partnership to deliver potable water to the households in far-flung barangays.

The project consists of pipe-laying on a 5,705 (5.7 km) stretch from the landmark of Patalon-Labuan boundary up to the landmark of Patalon-Sinubong boundary. It costs P4.4 million, of which the city government chipped in P1.5 million for the purchase of pipes, and P2.8 million from the ZCWD for labor and other materials.

Yesterday’s groundbreaking program started with the opening remarks of Dr. Milagros Fernandez, chair of the ZCWD Board of Directors, followed by the messages of Mayor Lobregat and representatives of the city’s two congresspersons, Beng Climaco-Salazar of District 1 and Erbie A. Fabian of District 2.

Patalon Barangay Chairman Gaudencio Rojas gave his response followed by the closing remarks of Engr. Alejo Rojas Jr., assistant general manager of the water firm. Rev. Fr. Louie Alejandro blessed the site and the pipes.

The blessing was followed by the ceremonial pipe-laying by Mayor Lobregat, Vice Mayor Cesar Iturralde, representatives of Rep. Climaco and Rep. Fabian, ZCWD officials headed by Dr. Fernandez and General Manager Leonardo Rey D. Vasquez, the barangay officials of Patalon led by Chairman Roja.

Also present were Councilor Myra Paz Valderrosa-Abubarak and Percival Ramos. — Vic Larato
