DILG-9 to host forum on disaster preparedness PDF Print E-mail

The Department of Interior and Local Government (DILG) Region-9 is set to host a regional forum dubbed as Tapatan on Disaster Preparedness and Climate Change Adaptation (CCA) on June 19, 2012 at Astoria Plaza, Grand Astoria Hotel, Zamboanga City.

The one-day forum will be graced by DILG Secretary Jesse M. Robredo, to be participated in by provincial governors, city and municipal mayors of Zamboanga Peninsula, together with their respective Local Disaster Risks Reduction Action Officers. Other participants include the members of the Regional Disaster Risk Reduction Management Council (RDRRMC) composed of various National Government Agencies (NGAs), Civil Society Organizations (CSOs), among others.

The Tapatan aims to assist local government units in formulating and concretizing their Local Disaster Risk Reduction Action Plans, assess capabilities of LGUs on disaster readiness and response and further, encourage maximum participation of CSOs and volunteers in the government disaster risk reduction programs towards complementation of resources and effective delivery of services to the citizenry.

Invited lecturers from the Office of Civil Defense (OCD), Department of Science and Technology (DOST), Philippine Volcanology and Seismology (PHIVOLCS) and the Philippine Astronomical Geophysical Astronomical Services Administration (PAGASA) wil! discuss disaster and CCA related topics such as the salient features of R,A. 10121, the National and Regional Policy Framework Plan on DRR and CCA and Geo Hazard Mapping, among other subjects.

One of the highlights of the activity is the commitment signing on DRR and CCA by the DILG and the local goverrimert officials. The objective of such is to ensure support from LGUs relative to enhancing disaster-preparedness, response and mitigation strategies at the local levels.

DILG Regional Director Paisal 0. Abutazil said that LGUs should not take for granted the importance of being disaster-ready and that the Tapatan activity is a good strategy to increase the level of awareness of local officials on disaster risk and CCA.

“We encourage all the LGUs in Region 9 to actively take part in this activity because we very well know the extent of damages these disasters can cause to lives and proper.ties,”  Abutazil said, stressing  that LGUs may not be able to prevent the natural occurrence of disasters, however, preparedness is still the best remedy.

Moreover, in the course of the program, DILG through Secretary Robredo will hand in the Performance Challenge Fund (PCP) checks to LGUs that have passed the criteria of the Seal of Good Housekeeping, an awards system designed to recognize exemplary performance of provinces, cities and municipalities.

LGUs that have qualified for the PCF subsidy intended for various LGU development projects are the Province of Zamboanga Sibugay and the municipalities of Titay, Diplahan, Isya, Tungewan, Buug and Ipil of Zamboanga Sibugay; Manuel Roxas, Polanco and Sergio Osmeha for the province of Zarnboanga del Norte and the municipalities of Aurora and Dumingag of Zamboanga del Sur, respectively As regard the monetary reward for the LGU PCF recipients, the Province of Zamboanga Sibugay will receive a check amounting to P7 million and P1 million each for the municipalities.

This Tapatan on Disaster Preparedness and CCA initiative by the DILG is being conducted by DILG regional offices nationwide.
