Escudero supports Celso’s concerns on PhilHealth, CCT PDF Print E-mail

Mayor Celso Lobregat yesterday got a support from Senator Francis “Chiz” Escudero on his crusade against the new policy of PhilHealth in granting insurance with the local government units left to shoulder more than the usual requirement.

“I hope you can help us on this. Is it the fault of barangay health workers to have a roof over their head that PhilHealth does not consider them poor? I think it is unfair,” Lobregat told Sen. Escudero during the Executive Budget Forum for Fiscal Year 2013 yesterday afternoon at Garden Orchid  Hotel.

Lobregat also brought to the senator’s attention the manner by which the national government through the Department of Social Welfare and Development (DSWD) the so-called Conditional Cash Transfer (CCT) Program.

He voiced out his observation that most if not all those queuing to the ATMs are in jewelry and cellphones, a sign that they are not poor.

For his part, Sen. Escudero strongly supported Lobregat’s stand on both issues, saying that Zamboanga City or Mayor Lobregat for that matter is not alone in his fight against the new PhilHealth issue.

“Sang-ayon po ako sa inyo at ipinapangako ko po sa inyo na dadaan sa butas ng karayom ang budget ng PhilHealth as we will start deliberating the national budget in August and September,” the senator vowed.

He said PhilHealth as of now has P15 billion in budget reserve even as the agency is not allowed to have such reserve. “Why not give it for the insurance ng ating mga kababayan na naghihikahos sa probinsya,” he said.

On the CCT Program, the senator said that ever since the program started he was already opposed to it, especially the manner by which it is implemented by the DSWD. “Tama po si Mayor Lobregat at gagawin ko sa aking makakaya sa senado na tugunan ang mga isyung ito.”

The senator arrived in the city yesterday afternoon for a various engagements here. He left the same day for another engagement in Pagadian City. — Vic Larato
