Irregularity uncovered in Zamcelco electrict posts PDF Print E-mail

Zamboanga City Electric Cooperative President Elbert Atilano revealed yesterday that they uncovered an irregularity in the implementation of the electrification program involving the putting up of Zamcelco electric posts in 32 sitios.

Atilano said the irregularity was uncovered during an initial inspection of 33 concrete and tower posts in Miramar Urban Poor Association in Sinunuc and Advent Urban Poor Association in Ayala, west of this  city last Monday.

The team was composed of National Electrification Administration (NEA-Manila) led by Team Leader of Accelerated Total Electrification Office (NEA-ATEO) Engr. Felicisimo “Red” Pula, Building and Ground Maintenance Head Engr. Eduardo Paginag, Zamcelco OIC Charito Mabitazan, Zamcelco Vice President Efren Perez, personnel and technical officials.

Atilano said the contract was for steel posts worth P14,400 each, but the contractor instead replaced fabricated cement posts worth only P5,000 to P7,000 each.

“That’s a violation under the contract of per steel post worth P14,400 and they replaced with fabricated cement post costing about P5,000 to P7,000 only. Then they want to collect the payment?,” Atilano asked during the initial inspection.

Atilano said the project did not pass through specification and standards. However, he did not identify yet the contractor pending the final inspection and report of NEA-Manila officials.

“What is worse is there are posts which they constructed for more than a year now, and they included them in the 36 sitios electrification program,” Atilano said.

He said this is the flagship program of President Aquino to energize far-flung areas for people who did not experience the advantages and benefits of electricity.

Atilano said the project started last October, 2011, and for completion before December 25, 2011.

“We found out later, there’s a problem in the implementation. That’s why I included it in my report during the AGMA,” Atilano stressed.

It was learned that NEA designated Project Supervisor (PS) and Zamcelco OIC-General Manager Engr. Jesus Castro (on-leave) signed the contract with a note saying if there are defects, the materials or items can be replaced.

Atilano said the essential requirement or procedure in entering a contract with other parties, first the General Manager will approve/disapprove the contract, pass to the Board of Directors, then the Board will request for NEA’s approval and if approve, proceed with the project.

“Ara hinde quita manda paga cay deloco se! El paga lang el cosa sila ya planta base na actual price kay malnourished ya el poste, empermo pa!” Atilano said in chabacano.

Engr. Eduardo Paginag, Head of NEA’s Building and Ground Maintenance said some of the posts with aluminum wire which is very costly than a ground wire (7 strands).

While the team leader NEA-ATEO Engr. Felicisimo Pula did not give his comment on the initial inspection pending the completion of report.

The inspection team also noted the posts and towers were defective, cracked and not in the proper location as to the right of way.

A total of 110 posts to be constructed in District 1 (west coast) out of more than 300 posts and towers while the rest will be constructed in the east coast in District 2 with funds coming from the Department of Energy, Mayor Celso Lobregat, District 1 Cong.
