The Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) and the National Solid Waste Management Commission (NSWMC) awarded Zamboanga City for sustained good performance in the implementation of RA 9003, otherwise known as the Ecological Solid Waste Management Act of 2000.

The award was given to Mayor Celso Lobregat through Executive Assistant Nathaniel Asuncion during the launching yesterday of the Environment Month celebration and “Adopt-an-Estero” program at Astoria Regency in Pasonanca.

The award was in recognition of the city’s good performance in solid waste management through segregation at source, segregated collection and the establishment of materials recovery facilities as called for under RA 9003.


The certificate of recognition was signed by DENR Secretary Ramon J.P. Paje, who also chairs the National Solid Waste Management Commission.

The Commission is giving an award to compliant local government units, one of which is the city government of Zamboanga, as an incentive and recognition for being supportive to the implementation of RA 9003, which marked its 11th anniversary last January 26.

Zamboanga City was also recommended for the Environmental Natural Resources Management Project of the World Bank for full compliance with the three aspects of solid waste management—segregation at source, segregated collection and establishment of materials recovery facilities.

Under RA 9003, local government units are mandated to adopt a systematic, comprehensive and ecological solid waste management program to ensure proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practices in ecological management. — Vic Larato
