Mayor Celso Lobregat and National Housing Authority (NHA) officials yesterday forged a memorandum of agreement for the development of a housing project that will generate 416 serviced home lots at the city-owned Tulungatung Resettlement area.

The project, dubbed as the Zamboanga City West Townsite, covers the land development of 46,357 square meters of the city-owned resettlement site in barangay Tulungatung and will include road works and drainage works.

Mayor Lobregat signed the MOA along with NHA general manager Atty. Chito M. Cruz (who signed the agreement in advance in Manila) with NHA Regional Manager Engr. Alfonso Borlagdan and NHA Supervising Engineer Engr. Reynaldo Bolay-o as witnesses. Also present during the ceremonial signing of the agreement at the Mayor’s Office yesterday afternoon were City Housing and Land Management Division (CHLMD) Chief Rodrigo Pagotaisidro and OIC-City Legal Officer Atty. Samuel Mariano.

Based on the agreement, the project is intended to provide homelots to 1,070 families as pre-qualified by the CHLMD for relocation and resettlement assistance under Republic Act 7279. As the number of lots to be generated in the project is only 416, a prioritization shall be prescribed by the City council.
The project shall be a joint undertaking of the city government and the NHA. The City shall provide the land, cost of subdivision survey and other cost components (for permits and licenses) not covered by the funding from NHA, which shall allocate the amount of P23.99 million intended for the development of road networks and drainage works to be sourced from the resettlement funds allocated to NHA by the national government.

The city-owned Tulungatung Resettlement site has a total land area of 42.42 hectares, of which 46,357 square meters will be used for development by the NHA utilizing resettlement assistance funds from the national government generating 416 residential lots. — Sheila Covarrubias
