The National Center for Health Facility Development of the Department of Health in Manila yesterday awarded Mayor Celso Lobregat with his 7th National Sandugo Award for Outstanding Local Government Executives making him a 5-time hall of famer for outstanding support, commitment and active involvement in the promotion of voluntary blood donation.

The award is given by the DOH to local government executives who have shown support and commitment to the National Voluntary Blood Services Program (NVBSP). The awarding ceremony was held at 3pm yesterday at the Heritage Hotel in Manila.

Also to be awarded yesterday was Tetuan barangay chairman Felipe “Nonong” Natividad, who is also a hall of famer in the Sandugo Awards under the barangay level category.

Since his election into office in 2004, Mayor Lobregat has continued the programs of his late mother, Mayor Maria Clara Lobregat of supporting the plans and programs of the Philippine Red Cross (PNRC). The assistance and support to the Red Cross comes in the form of trainings and resources to ensure the smooth operation of the Zamboanga blood bank, now a Regional Blood Bank.

Mayor Lobregat is serving his third term as Red Cross Governor.

Through Lobregat’s initiative, the city has allocated P6.9 million for the construction of the PRC-Zamboanga Chapter Building and Blood Center, which was inaugurated May 15 and intended to improve the blood bank service and give its workforce an environment conducive to their work; donated a P500T worth generator set for the blood bank; donated an ambulance to the Red Cross; allocated P1.4 million for the training of 143 volunteers in the different barangays and continued the annual subsidy of P1.8 million which will be increased to P2.5 million in the 2013 budget, for the blood program and other Red Cross services.

Lobregat said he shares the award to all the members of the local Red Cross. Heexpressed elation over the recognition from the DOH and vowed to continuously pursue his commitment to the blood program.

The National Sandugo Award for Local Government Executives is bestowed on a provincial governor, city mayor, municipal mayor or barangay captain who gave outstanding support, commitment and active involvement in the promotion of voluntary blood donation towards the achievement of the vision of Republic Act 7719 otherwise known as the “National Blood Services Act of 1994”.

Mayor Lobregat’s 7th National Sandugo Award for Outstanding Local Chief Executives is another feather on his cap. Last July 2, Lobregat was awarded the PAF Reservist Officer of the Year Award by the Philippine Air Force in recognition of his unwavering assistance and support to the Air Reserve Center and the Philippine Air Force.

Last July 16, Mayor Lobregat was conferred the degree Doctor of Humanities (Honoris Causa) by the Western Mindanao State University (WMSU) in line with the University’s 108th Founding Anniversary at the Dr. Juanito Bruno Gymnasium. The honor was in recognition of his sustained efforts in addressing the many dimensions of human development. — Sheila Covarrubias
