To finally settle the controversial issue relative to the alleged changes in the directorial position in the regional office of LTO, Department of Transportation and Communications Asst. Secretary Virginia P. Torres on July 26, 2012 issued a memorandum addressed to the rank and files of LTO-9 informing them that Atty. Aminola P. Abaton still holds the position as the regional director of the said office.

Torres observed that a baseless report has caused confusion and disorder among employees in the said office.

On July 26, 2012, a newspaper report said that Abaton has been replaced by Abdulanasser M. Kasim, a retired police officer, as the new regional director of LTO-9 effective July 31, 2012 following an alleged appointment order from the Office of the President in Malacanang.

On that same day, a press conference was called by Abaton denying such allegation saying that his office has not received any letter order from LTO Central office relative to the claim of a certain Mr. Kasim.

In the afternoon of the same day, a memorandum was issued advising all LTO-9 employees not to entertain any transactions involving Mr. Kasim.

Immediately, Abaton wrote Mayor Celso Lobregat with the information that he still holds the position contrary to the published report on the supposed appointment of Kasim.

In the letter, Abaton acknowledged the untiring support that the Lobregat administration has been extending to LTO office especially in the numerous accomplishments his office (LTO) has done in coordination with the local government unit. — Jimmy Villaflores
