Mayor Celso Lobregat yesterday preside of the budget hearing for all public high schools in Zamboanga City in preparation for the submission of the city government’s 2013 Executive Budget to the Sangguniang Panlungod.

“Not many know that the city government is assisting the Department of Education not only by constructing school buildings, but we are giving annual budget to all public high schools,” Lobregat said, adding that long, long time ago public high schools were under the local government unit.

He said budget for public high schools is based on student population, number teachers and school facilities, and of all public secondary schools in Zamboanga, the Recodo National High School and Talon-Talon National High School get the biggest budget of about P300,000 annually because they are not nationalized as of yet.

“When these high schools were created, our agreement with DepEd was that the city government will spend practically for everything including salaries of teachers. Once these schools are nationalized, their budget from the city will also be reduced gradually,” the chief executive explained.

During the whole-day hearing, high school principals faced the city finance committee chaired by the mayor, and defended their individual budget proposals for maintenance and other operating expenses (MOOE) for 2013. 

The high school principals also vowed to rally behind Mayor Lobregat in all his present and future undertakings even as they thanked him for his continued support for the public education system in the city.

Members of the finance committee are City Budget Officer Virginia San Agustin Gara, Assistant City Budget Officer Ferdinand Alvarez, City Treasurer Soledad Li, City Accountant Sylvia Binarao, City Planning and Development Coordinator Rodrigo Sicat, and Councilor Nonong Guingona, chairman of the committee on appropriations in the City Council.

Meanwhile, Lobregat, who also chairs the Local School Board, said that the DepEd has allocated about 45 plantilla positions for teachers in the City Schools Division of Zamboanga.

However, he said priority for the plantilla slots are teachers hired by the city government through the Local School Board.

The budget hearing will continue this week for the different offices of the city government. Last week, barangay officials submitted their “wish list” of projects for 2013 to the City Development Council. — Vic Larato
