Soliven calls for City Security Plan for ZC PDF Print E-mail

Zamboanga Chamber of Commerce and Industry Foundation Inc. (ZCCCFI) President Pocholo N. Soliven, a member of the Crisis Management Council and Zamboanga City Peace and Order Council representing the business sector, has called for the council to formulate Zamboanga City’s version of City Security Plan.

Soliven made the call during an emergency meeting of the City Crisis Management Council called by its chairman, Mayor Celso L. Lobregat, last Friday , August 17, in relation to the twin bombing that occurred almost simultaneously  in Guiwan and Suterville.

Soliven called for the review and revisit of the city security plan, because Zamboanga City’s security “must be relevant and responsive to the needs of the present peace and security situation our city is facing.”

Soliven, addressing his observation to DILG City Director Taha Arakama, emphasized the need for security plan for Zamboanga City, given the uniqueness of the peace and order situation the city is facing.

Soliven said the security plan must  not be  one size fits all plan.

“It’s imperative for Zamboanga City  to formulate its own City Security Plan relevant to Zamboanga City’s peace and order conditions,” he said.

He reiterated. “the whole of the city approach”, where a multi-dimensional, multi-sectoral involvement,  is necessary to address the peace and order concerns of the City and its residents.

Soliven said the Vity Security Plan’s objectives are publicorder and safety of  its residents., which includes, improvement of law enforcement and the  community’s responsibility, involvement and mobilization against crimes.

He further said that perceptual indicators must be corroborated with objective indicators of public order and safety.

“The aim of the City Security Plan is to generate citizen feedback and involvement as stakeholders on an otherwise public service monopoly, That Zamboanguenos should be able to participate, is a critical ingredient and an integrative concept of the ”whole of the city “ approach, that will make the Zamboangueños an active participant in securing his environment. Being a mere spectator will not help us, it’s time to free ourselves from fear… We are what we want to see our city… Let’s do our part,” Soliven said. —  Albert Francisco
