Police Regional Office-9 Director Chief Supt. Napoleon R. Estilles yesterday said that police forces in the region are continuing the search and rescue operations for all the kidnap victims who are still in captivity.

Estilles who met Western Mindanao Command Chief Lt,. Gen. Noel Coballes recently disclosed that they will intensify and continue their security measures in coordination with the military to recoverall the kidnap victims.

He clarified that his command had no participation or involvement in the negotiation for the release of Chinese businessman Jian Luo alias James Luo last  August 26, 2012 in Arena Blanco

Luo’s release reportedly came after a negotiation carried out by the  Directorate for Integrated Police Operations (DIPO) Western Mindanao Office under Chief Supt. Manuel Barcena.

The release was made allegedly upon the payment of P7 million ransom at the parking lot of a hotel along Gov. Camins Avenue.

DIPO is said to continue to negotiate for the freedom of Luo’s companion identified as Lin Yuankai alias Jampong. Both were kidnapped last June 4, 2012 in Kabasalan.

Estilles said his command only conducted a tactical interrogation, medical examination and de-briefing on Jian Luo to know his physical and mental condition.

Meanwhile, Zamboanga  Sibugay  Governor  Rommel A. Jalosjos told newsmen last Tuesday in Ipil that he has no knowledge on the negotiation for the release of the two Chinese nationals who are already not in his area. They were reportedly brought to another province.

Estilles meanwhile directed all  police commanders in the region to intensify the conduct of check points and random patrols for the safety and security of all communities in the region. — Allen Abastillas
