District 1 Representative Beng Climaco has vowed to intensify in 2011, programs on security, health and education which she started giving priority since her first term in Congress in 2004.

Dubbed as the “SHE” program—security, health and education are undertakings that respond to the priority needs of the community, which is why the need to give it more focus, Cong. Climaco, who is the House Deputy speaker stressed.

In terms of security, Cong. Climaco’s program is to intensify emergency response through cell phone communications and L-300 vehicle mobilization.

The lady solon in her first term distributed L-300 vans to all the 37 barangays in her district in line with her barangay emergency enhancement network group (B. E.N.G.) launched last year and intended to help address the security and disaster preparedness concerns at the barangay level.   Just this month, she also distributed a cell phone unit each to all the 37 barangays in District 1 to ensure communication accessibility.

In terms of health, Climaco hopes to strengthen the Phase II project of the emergency ward as well as pursue the construction of the cancer center at the Zamboanga City Medical Center.

In her first term, she has allocated a sizeable amount of funds out of her priority development fund for the renovation of the ZCMC emergency ward and undertook other health programs such as the rehabilitation and upgrading of the Labuan hospital, continuous health insurance program and other assistance for indigent patients.

In terms of education, the lady solon seeks to strengthen and intensify scholarship programs for the 4-year degree and the vocational education. She also hopes to give more focus on community based training  as well as help in early childhood education.

Climaco has committed to construct a multi-purpose covered court for the Western Mindanao State University to serve the elementary and collegiate levels.

She emphasized that her congressional office will do everything possible to supplement and augment the services provided by the local government unit under Mayor Celso Lobregat.

“Based on our barangay orientation, our task is to supplement the LGU”, the congresswoman added. -- Rham Joseph Cabasag
