The Department of Trade and Industry (DTI) urges private companies to send their requests for appointment for helmet inspection on or before September 30.

The by-appointment scheme is being implemented by DTI to accommodate employees of private firms who use helmets. This will save them time and at the same time be more convenient for companies and employees who most likely will have to go out of their way to have their motorcycle helmets inspected and marked with the ICC sticker.

Interested companies in the National Capital Region may write a letter request to Pedro Vicente Mendoza, director of Bureau of Product Standards, with address at DTI Building, 361 Sen. Gil Puyat Avenue, Makati City. Requests can be sent by e-mail at

For companies located in the provinces, they may send a request to the DTI provincial office nearest them. The complete list of DTI provincial and regional offices and its contact details can be found at the DTI website,

Letters must include the following information and documents in their request: name and address of the company, photocopy of mayor’s permit, total number of helmets to be inspected, venue for the helmet inspection and marking, and the name and contact details of coordinator from the company.

Earlier this month, DTI implemented a letter-coding scheme in scheduling helmet inspection for individual owners in addition to the number coding system.

In the letter-coding scheme, the motorcycle owner’s first letter of his/her surname determines the date when they can go to the DTI office and apply.

This September, surnames starting with letters A to F will be entertained while those starting with letters G to O may come in October, and those with surnames starting with letters P to Z can apply in November.

The number coding system meanwhile uses the motorcycle plate’ s last number to determine the day they can come such as plates ending with numbers 1and 2 can go on Mondays, 3 and 4 during Tuesdays, 5 and 6 during Wednesdays, 7 and 8 during Thursdays, and 9 and 0 during Frida

Thus, motorcycle owners with surnames starting with letter M and plate number ending with 5 can go to DTI for inspection can go Wednesdays in the whole month of October.

Motorcycle owners must bring their helmet and two copies of accomplished application form, and present a government issued ID (driver’s license, PRC license, postal ID, voter’s ID etc.) and the OR/CR of motorcycle. The inspection of helmets, the application forms, and the ICC stickers are for free.

Those concerned have until December 31, 2012 only to have their helmets inspected and marked after which penalties will be imposed by the Land Transportation Office starting January 1, 2013.
