The City Administrator of Dagupan City is all praises for Zamboanga citing the enormous physical improvement and institutionalization of fiscal management in local governance which he said make the city truly moving forward.

“We are very impressed with the development of Zamboanga City”, Dagupan Administrator Vladimir Mata said, comparing the city today to how it was in 2004 when he first visited Zamboanga. “Seeing the physical improvements and the institutionalization of fiscal management wherein from P1 billion in 2004, your budget has increased to over P2 billion in 2012, I cannot feel but envious about what happened in Zamboanga City in the past few years during the term of your mayor [Lobregat]”.

Mata was one of the almost 700 participants to the 11th Annual Career Executive Service Board Conference held in the City from November 14-16 at the Garden Orchid Hotel and hosted by the Regional Executives Association of Western Mindanao (REAWESMIN) headed by Civil Service Regional Director Macybel Alfaro-Sahi in cooperation with the National Union of Career Executive Service Officers (NUCESO).

As part of the itinerary, the participants were given a tour of the city’s attraction sites and were briefed on the city’s competencies and other validated facts and figures by Mayor Lobregat during the opening ceremonies November 14 and during the fellowship night, Nov. 15.

“Zamboanga is very impressive from the physical infrastructure side to the financial system that the mayor [Lobregat] has put in place in Zamboanga city”, Mata reiterated.

Mata has asked for a copy of Lobregat’s power point presentation so he can share Zamboanga’s best practices to other officials of Dagupan City, a sister city of Zamboanga.

“And hopefully we can go back here together with our department heads and other city officials so they too can learn about the many things that Mayor Lobregat has initiated and accomplished in Zamboanga City”, he continued.

He commended Lobregat for his enormous accomplishments and to the people of Zamboanga for choosing Lobregat as their leader.

“To Mayor Lobregat, congratulations for a full term and congratulations for making Zamboanga people very proud of your city, indeed Adelante, Zamboanga. From Dagupan, your sister city, we congratulate the mayor and the city of Zamboanga!”, the city administrator added. — Sheila Covarrubias
