The new Police Regional Office 9 Director, Chief Supt. Elpidio De Asis, has ordered the detention and filing of appropriate criminal and administrative charges against policemen in the region who are involved in any grave offense.

De Asis' order was issued during the traditional New Year’s Call yesterday at Camp Abendan in Mercedes, this city.

De Asis loudly and clearly stated his policies and the same directive was issued by PNP Chief Director General Raul Bacalzo, sending message to all the 135,000 strong police force in the entire country to be always on their toes in performing their tasks properly as law enforcers and not as "liability" of the command.

“When a police officer here in the region under my command will encounter charges, they will land directly in jail, they will not be put not under the custody of the PNP, but directly to jail," De Asis said.

He also appealed to the public to be vigilant enough to charge in court any policeman who is involved in any case so that he (policeman) will be investigated.

"If there is a probable cause that he is truly involved in that case, what the public will do first is to go to the Internal Affairs Service  office of the PNP and they will investigate it  impartially without fear or favor," said the PRO-9 chief.

De Asis also revealed that his command is already doing the profiling of the present police force under PRO9 from officers to the newest Police Officer 1, particularly those who are in the recruitment /selection process.

He directed all officers from the directorial staff to the police station chiefs to take the first step of introducing improvement in the investigation scheme in their respective command, to conduct training on investigation for the police to be more equipped with knowledge on such field.

De Asis also noted the increasein the number of unsolved cases last year thus making them focus on this aspect with the support of the Regional Support Training Unit and the Australian government for the enhancement of knowledge of the personnel.

He also cited the early solution of the Zamboanga Internatinal Airport bombing,  the successful rescue of kidnap victim Vinton So and the immediate arrest of the suspects.

De Asis also acknowledged the support of  partners like the AFP, local government units, government agencies and non-government organizations.

“This year, we are about to take challenging task of different situations but this is our fight together. Let us join forces in realizing my policies and agenda which is also in consonance with the thrusts of our PNP Chief,” De Asis said. -- Bhong Simbajon
