It was a seven-in-one feat for former City Social Welfare and Development Officer (CSWDO) and Public Employment Service Office (PESO) Manager Francisco Barredo when the Department of Labor and Employment (DOLE) held its 2012 Joint DOLE-Intermediaries Year-End Performance Assessment (YEPA) and Planning Exercises recently.

Barredo, who retired from service October 5, was presented with 3 plaques and 1 citation as well as 3 incentive awards for his outstanding contributions and performance as pioneer PESO manager that catapulted the Zamboanga PESO to national recognition.

DOLE-9 OIC Director Sisinio Cano and OIC Asst. Regional Director Virginia Bonbon handed over to Barredo the 2011 National Best PESO Award for Highly Urbanized City category; citation to the Zamboanga City PESO for being the top Regional Performer earning the nomination for the 2011 National Best PESO Award HUC category; a plaque of excellence in appreciation of his 18 years of dedication and service to the PESO and a certificate of recognition for his outstanding performance as pioneer PESO manager and long time partner of the DOLE.

At the same time, Cano and Bonbon presented 3 incentive awards with cash prize to Barredo for 3 best performance achievements during his stint as PESO manager: for timely submission of reports to DOLE, for being the Regional Best PESO manager and for obtaining the biggest number of encoded skilled registry system registrants.

Barredo presented the same awards and citations to Mayor Celso Lobregat.

The Zamboanga City PESO, under Barredo’s leadership was recognized several times as the top Regional    Performer under the HUC category that ultimately earned it the National Best PESO award for HUC in 2011.

The 2011 National Best PESO Award was formally presented by the DOLE to the Zamboanga City PESO during the 12th National PESO Congress in Baguio City last October 11, 2012. It was presented to Barredo Dec. 12 during the YEPA at the Woodland Resort in Boalan.

Because of his exemplary performance as PESO manager, the DOLE conferred on Barredo the Plaque of Excellence for “upholding the virtues of a true public servant for 44 years in the government service, for promoting and facilitating the delivery of decent and full employment opportunities for all, for sustaining Zamboanga City’s recognition as Top Regional Performer under the HUC category and for his enthusiasm in carrying out his functions and tasks as a leader, co-worker and big brother, and for leaving behind a legacy that will truly serve as a benchmark to all PESO managers in the Zamboanga Peninsula region.

Barredo is likewise appreciated for his “outstanding performance as pioneer PESO manager and long time partner of the DOLE, who had devoted 18 years of uninterrupted employment service and for being a consistent    Top PESO performer in the region and recipient of the Regional Best PESO Award.

Barredo said he is humbled by the citations and recognitions and stressed that his performance then as PESO manager and as CSWDO chief were carried out not because of the awards but out of his desire to best serve the people.

He vowed to continue his dedicated and committed service to the people in another capacity comes 2013. — Sheila Covarrubias
