Lobregat, ZCWD ink pact for P98.7M brgy water projects PDF Print E-mail

Mayor Celso Lobregat and the Zamboanga City Water District (ZCWD) represented by its General Manager Chito Vasquez yesterday forged a memorandum of agreement for the implementation of eight barangay water system projects amounting to P98.7 million for 2012.

The agreement was signed during a simple program at City Hall conference room in the presence of Vice Mayor Cesar Iturralde and members of the ZCWD Board of Directors headed by Dr. Milagros Fernandez as chairperson and the barangay chairmen and councilmen from barangays that will benefit from the project.

Lobregat emphasized that original price for the project is P100.983 million with the city’s counterpart pegged at P32.177 million and the water district’s share for labor and other works at P68.80 million. However, the city was able to get a lower prize for the pipes during the bidding process at P30.06 million making the total amount to only P98.7million.

The proposed water projects that will be implemented will cover the following barangays—La Paz- P7,491,973.00; Pamucutan- P42,046.192.00; Sinubong- P8,454,477.50; Lanzones- Buenakapok-Salaan- P7,631,499.00; Guisao Interior- P3,342,504.00; Mangusu- P10,274,212.50; Pasobolong-Culianan- P8,065,227.00; and Dulian Pasonanca in the amount of P13,677,195.00.

Lobregat clarified that the city’s counterpart is an advance amount to ensure that the water district can immediately implement the projects and expand water distribution to the barangays without borrowing money from financial institutions with huge interests.

This advancing scheme is tackled in an amended memorandum of agreement with addendum pertaining to national wealth, also signed by Lobregat and Vasquez and witnessed by Iturralde and the members of the ZCWD board members yesterday.

In 2011, the city government also assisted the ZCWD in the implementation five barangay water system projects totaling to P40.46 million, over P8 million less from the original estimated price of P48,744,927 due to lower bid price. These were in barangays Patalon- P1.6 million; Cacao-Lapakan-Cabaluay for P2.6 million;  Mangabolong-Bolong-Bunguiao-Sangali- P5.3 million, and Dumalon-Zambales-Baluno-Capisan-Malagutay-SanRoque-Calarian-Cawait-Sinunuc-Maasin amounting to P33.7 million.

Under the contract, the ZCWD will pay the city government after 25 years on a staggered basis without interest.

“We thank the city government through Mayor Loberegat for this partnership. This is the first time in 30 years that we have this kind of partnership,” Vaquez said. —  Vic Larato
