Barte attends Nat’l Urban Poor Summit PDF Print E-mail

Roy D. Barte, president of the City Wide Urban Poor Council of Zamboanga, attended the  National Urban Poor Summit held in Quezon City last December 7.

With Barte in the summit were council officers Ma. Luz Gerundio — Treasurer, Rogelio M. Cabeltes — Auditor, Cesenia Rimando — Secretary and Virginia Maribojoc — Board Member.

The summit was held in NEA, Quezon City with this theme, “Isyu at Sulusyon Bibigyan Tugon Taga-lungsod ang Paglilingkod Itutuon.”

The session started with the National Anthem led by Ms. Catherine E. Mallari. It was followed by an opening prayer given by Ali A. Alawi for the Muslim Prayer and Marion Batoon Roldan, Community development Adviser, CMF International PH,  for the Christian prayer,

An ecumenical mass was officiated by Fr. Rey Pardillana, who gave a striking message in his homily when he said that we, human beings should be united because we have 99.9 % in common.

The recognition of participants was given by Honorable Cipriano M. Fampulrne, Commissioner PCUP and the welcome remarks by Hon. Hernani Panganiban, Chairman and Chief Executive Officer, PCUP.

PCUP highlights of accomplishments for 2012-2012 was presented through a video. Hon. Joy B. Jorabelo, PCUP Commissioner introduced the guest speaker Ms. Marlene Paracuelles, Sectoral Representative, HCPSC , who gave a very inspiring message.

Hon. Francisco “Bimbo” Fernandez, undersecretary of DILG, gave the keynote address. He said the informal settlers belong to the poor sectorsof our society and added that it is only the poor who have the energy to fight for reforms.

He mentioned that God made this world for all and the poor deserve to own a piece of land which they can call their own. He mentioned Republic Act 7279, which gives the Urban Poor protection on land acquisition and land of tenure.

Fernandez also cited Executive Order 69 which strengthens the Presidential Commission for Urban Poor under the Office of the President. He said that the PCUP will identify projects that will alleviate the poor.

There was video presentation —  “The making of National Urban Poor Summit 2012” — and the speakers were Atty. Alvin Claridades, Director, Past Proclamation Group, HUDCC, Ms. ElsieTrinidad, Department Manager RDSD-NHA, Mr. Reynaldo B. Lunas, Planning Officer MNDA and Atty. Ernesto Atienza, Vice President, Social Housing Finance Corporation.

There was a response from Urban Poor leaders and turnover of the results of the National Urban Poor Summit 2012. From NCR, it was given by Ms. Orlanda Basultin, from Luzon, Mrs. Manilyn Sheiz, from Visayas, Mr. Ronilo Montejo, from Mindanao, Mrs. Ernesto M. Pascual.

The highlights of the summit was the signing of the documents, “Implementing Rules and Regulations” on Executive Order 69 by Hon. Joel Recamora, Secretary of the National Anti-Poverty Commission, Hon. Loreta Resales, Chairperson on Human Rights and Hon. Hernani B. Panganiban, Chairman, Chief Executive Officer, Presidential Commission for Urban Poor.

The other highlight of the summit was the signing of the “Panata ng Pagtataya” by the delegates.

The summit was attended by some 400 delegates throughout the country.

There were 11 delegates from Zamboanga City and seven of them are Presidents of Urban Poor Associations.
