“Ten years after the implementation of Republic Act 9003 otherwise known as “the Ecological Solid Waste Management Act of 2000”, 360 local government units are still unable to comply with its provisions.”

This was the statement made by Gilbert Gonzales, Assistant Director of the Environmental Management Bureau-DENR who was the  guest during the weekly briefing and  discussion with government media held at the PIA Conference Hall, Visayas Evenue, Diliman, Quezon City, Thursday morning.

Speaking before 32 government information officers from all over the country, Gonzales said it is a sad fact that because of high investment requirements, LGUs find it difficult to comply with RA 9003.

He said final notice has already been issued to the 360 local government units to adopt  ecological solid waste management and establish material recovery facilities (MRF) in all barangays to ensure protection of public health and environment.

The EMB-DENR provide technical assistance to LGUs practicing the 3 aspects of ecological solid waste management: segregation at source, segregated collection and operationalization of the MRF.

Gonzales said the establishment of MRF in every barangay is the concern of local government units. The Solid Waste Management Council should actively perform its tasks as the success of the program largely depends on the response of the communities. Mixed waste collection should always be discouraged.

An intensive and continuing IEC program must also be in place and he lauded  the PIA as active advocacy partners because the job cannot be done alone. It is everybody’s concern. -- PIA9-Pagadian/Al Tingcang
