Mayor Celso Lobregat, whose third term will end on June 30 this year, will deliver his last State of the City Report (SOCR) before members of the Sangguniang Panlungsod in regular session this morning at the newly inaugurated Centro Latino at Pase del Mar Complex.

As in the previous SOCRs, Lobregat is expected to narrate a litany of all his administration’s accomplishments, this time from his first term in 2004 to the present, covering three terms of 9 consecutive years.

In his report today, Lobregat will take pride in P5.3 billion worth of various infrastructure projects and programs that his administration had implemented and completed throughout his three terms, focusing on countryside development from public education, primary healthcare to tourism promotion, social services and the likes.

Also to deliver their accomplishment reports are Vice Mayor Cesar Iturralde as presiding officer of the local legislature, and the city’s two congresspersons—House Deputy Speaker and District 1 Rep. Beng Climaco-Salazar and District 2 Rep. Erbie A. Fabian, who are both mayoralty aspirants.

The State of the City Report has become an annual tradition that started during the incumbency of the late Mayor Maria Clara L. Lobregat. It provides an avenue for the local executive, legislative and congressional leaders to report to the City Council and the public at large their accomplishments in the previous year and plans of actions for the coming year.

Observers say today’s SOCR is doubly significant as it will be the last for the three leaders with Lobregat seeking the congressional seat of the first district, while Climaco and Fabian will be slugging it out in the mayoralty race come May synchronized local and national elections.

Lobregat, Climaco and Fabian were once dubbed as the city’s formidable triumvirate. — Vic Larato
