Residents of Talon-talon, Mampang and Arena Blanco yesterday hailed the initiative of the Zamboanga City Water District (ZCWD) to continuously improve water services to the barangays.

This, as ZCWD officials together with Mayor Celso Lobregat and District II Congressman Erbie Fabian spearheaded the inauguration and blessing of the booster station project in Morning Breeze, Talon-talon that is expected to increase water pressure in the barangays of Talon-talon, Mampang and Arena Blanco including Tugbungan.

Costing P25 million, the Talon-talon booster station project included the laying of 2,250 linear meters of 150mm PVC pipelines, construction of 1,000 cubic meters concrete ground tank and the installation of electro-mechanical equipment and generator set.

ZCWD Board president Nelida Atilano and Engr. Arnulfo Alfonso said the project forms part of the water district’s mission to continuously improve water service in the City.

The project will efficiently and effectively boost up water pressure in areas that were perennially experiencing low water pressure.

Mayor Celso Lobregat said the project is a fruit of the partnership of the City Government and the ZCWD that started during the time of the late Mayor Maria Clara Lobregat and continued during his time.

Mrs. Lobregat envisioned the expansion of water projects to far flung barangays and settled that all water projects be better handled by the ZCWD resulting to the turnover of various barangay water systems to include those in  Ayala, Recodo and Cawit to the water firm.

And when he was elected mayor and as soon as the City’s finances were fixed, Mayor Celso Lobregat vigorously pursued the partnership allowing the ZCWD to continuously expand water supply to far flung barangays. Since 2007, the City has allocated P114.677 million as assistance to the water district for the purchase of water pipes, with a very long, easy and affordable recoupment scheme.

Cong. Erbie Fabian also hailed the project as he emphasized that it is also his goal to ensure supply of potable water in the barangays citing the numerous initiatives his office has undertaken in support of water programs.

Barangay chairmen Munib Yusop of Talon-talon, Pedro Araneta of Mampang, Mujib Abdulhusin of Arena Blanco and Agustin Graciano Jr. of Tugbungan were one in extending gratitude to the ZCWD and to the City Government for working closely for the improvement of water service in their areas.

They expressed confidence that with the booster station project, their water problems would be minimized.

Also present during the inauguration yesterday were Councilors Percival Ramos, Lilia Nuño, Abdurahman Nuño, Rey Candido, VP Elago, Noning Biel, Nonong Guingona, Rudy Lim and Eddie Saavedra, ZCWD Board vice chair Engr. Efren Arañez, board members Dr.  Mila Fernandez and Edwin Makasiar, ZCWD general manager Chito Vasquez, AGMs Roberto Mendoza and Alejo Rojas Jr., Jomar Lobregat, Francisco Barredo, BG Guingona, Art Onrubia and Charlie Mariano. — Sheila Covarrubias
