Western Mindanao State University (WMSU) President Dr. Milabel Ho yesterday denied that the university’s Board of Regents (BOR) has approved a resolution during its meeting last February 7, 2013 for the increase in tuition fee for incoming freshmen students.

In her quick reply during a radio interview over RMN-Zamboanga, Ho clarified that the resolution was purely to authorize the school management to conduct consultations among stakeholders for the possible increase in tuition fee in the near future.

Ho said there was a plan to increase the tuition fee from P30 to P50 per unit but this will depend on the results of the massive consultation which the university is going to conduct in the days to come.

However, Dr. Ho’s explanation seems to be unacceptable to some individuals who are very much concern on the issue.

WMSU professor and former member of the Board of Regents Mahmor Edding said the BOR meeting in February 7 this year is questionable because until now, the Board Secretary has not furnished him the excerpts of the meeting despite his letter of request.

Edding said that a reliable source informed him that one of the discussions during the said meeting was the tuition fee increase in which a resolution was passed to the effect.

On February 27, 2013, Edding said that Ricardo Danilo Corteza, OIC University Board Secretary, replied his letter of request dated February 8, 2013.

Corteza’s letter reads: “It may be informed that while there was a resolution approving the increase in tuition fee, the same applies only to the incoming freshmen, which increases, under Sec. 3 of CHED Memorandum No. 3 series of 2012 are exempt and not covered by the said order.”

“The letter of Mr. Corteza is self explanatory. There was really a resolution approving the increase in tuition fee. But I’m still wondering why until now, they can not produce the minutes of the meeting,” Edding said during a separate radio interview over RMN-Zamboanga.

On February 26, 2013, a forum was held at WMSU which was attended by Congressman Edgardo”Sonny” Angara, who also sits as a member of the BOR.

Edding said that a student asked Angara about the alleged tuition fee increase in which the latter immediately denied.

WMSU-BOR is composed of individuals who represent different sectors. It is being chaired by CHED Commissioner Nenalyn P. Defensor, CHED Vice Chair Milabel Ho and members like Edgardo Angara who is being represented by Renato San Agustin, House of Representatives represented by Mayor Celso Lobregat, Teresita Socorro Ramos (NEDA Regional Director 9), Atty. Eduardo Sanson of the WMSU Alumni, Servando Evangelista and Rafael Evangelista from the private sector, Prof. Edgardo Araojo from the Faculty, and Jay Calumpong from the Student Council.

Among the members of the BOR, Servando Evangelista was the only one who objected the tuition fee increase.

In his mobile text message, Evangelista said he voted against the tuition fee increase.

“Basta, I signified right then and there that I am against tuition fee increase. But I can’t speak for other members,” Evangelista said.— Jimmy Villaflores
