Department of Social Welfare and Development (DSWD) Secretary Dinky Soliman has ordered the DSWD office in Lamitan City not to allow politicians to use the Pantawid Pamilyang Pilipino Program (4Ps) of the government for political advantage this election.
Soliman’s order came after the camp of young mayoralty bet Hegem Furigay brought to her attention the complaints of women and family organizations in several barangays of Lamitan City regarding threats reportedly made on them by a politician that he is the only one who can take them out of 4Ps.
Hegem’s staff said the organizations which brought up the matter to “Team Colorao” are from Sta. Clara, Bohe Yakan, Bohe Sapa, Arco  and Metro Lamitan.
The complainants were voicing out their fear of losing the benefits from 4Ps if they will support non-adminisration candidates.
Soliman has reminded politicians not to use the 4Ps of the government to get the support of voters.
The 4Ps program gives subsidy to indigent families in the country. This is considered as one of the pet projects of the administration of President Benigno Aquino III.
Aquino said his administration is expanding the program, which started with only 800,000 families.
Hegem’s Team Colorao immediately contacted DSWD in Manila by email to bring the complaints of the Lamitan indigent families and immediately Secretary Soliman issued the order to the Lamitan DSWD unit to make sure that the 4Ps won’t be used by politicians this election.
Dionela Madrona of the Grievance Committee of the DSWD had earlier said that they have received some complaints that the 4Ps project is  being used by some politicians to ensure the victory of their candidates in the coming special elections.
4Ps is a human development program of the National Government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14.
It has dual objectives of social assistance to provide cash assistance to the poor to alleviate their immediate need (short-term poverty alleviation) and social development to break the intergenerational poverty cycle through investments in human capital.
4Ps helps to fulfill the country’s commitment to meet the Millennium Development Goals, namely: eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality, reduce child mortality and improve maternal health.
In a recent speech in Quezon Province, President Aquino urged voters to junk candidates who use  the multi-billion cash dole-out program as a means to buy votes in the local level.
“Kung may nagsasabing politiko na matatanggalan kayo ng rehistro sa pantawid pamilya pag di niyo sila binoto, ako na mismo nagsasabi na hindi sila mananalo. Sila ang tatanggalin natin sa pwesto (Do not vote for politicians who threatens your removal from the 4Ps list, let me assure you that they will not win in the elections. We will remove them from their post),” Aquino said.
Meanwhile, former Lamitan City mayor Wilfredo Furigay Sr. has endorsed the candidacy of Hegem, his grandson.
Hegem had earlier been endorsed by the Cuevas, Pamaran, Antonio and Flores (CPAF) organization. These four families are the pioneers of Lamitan.
